Declines cluster geographically, because the cause is usually a rule at your central bank or your issuer — not anything about you.
Why we do not recommend renting a virtual card
Nearly every other page you will find for these errors sells you a virtual card. It is worth understanding what that actually involves before you go down that road: you sign up with a card issuer, complete their KYC with your ID documents, fund the card, pay an issuance fee and usually a monthly fee, and then hope the card is accepted.
That last part is the problem. Many virtual and prepaid cards refuse the zero-value card-on-file authorisation that subscription billing requires — which is precisely the 402 setup_intents error people hit. You can complete the whole KYC process, fund the card, and still be declined at the same checkout.
A gift code has none of those failure modes, because there is no card in the flow at all. You pay us once, you get a code, you type the code into your own account. The trade-off is honest: you pay our service fee on top of Anthropic's price, and you top up manually instead of renewing automatically.
